Firstly, where was the camera? The answer is above her face, looking down her body between her breasts. She was laying down. The water was applied using a spray bottle, which was applied until the drops seemed to join up in an interesting way. Curiously, no oil was applied to her body. She had natural skin oils that gave this hydrophobic effect. The light was a single flash light with softbox, just off to the left, around 30cms above her, beyond her feet. The image was take at an angle to provide a more dynamic view.
